Washington, DC. Inclusionary zoning is a regulatory tool for addressing affordable housing needs. Typically, regulations require that a percentage of units in new housing developments be set aside as affordable units; in some cases, the percentage is mandatory and in other cases, the percentage is voluntary in exchange for a density bonus and/or other incentives.

The Zoning Commission, through this roundtable, seeks public input related to the following:

1. Perspectives from tenants, housing providers, residents, property owners, and developers regarding the concept of inclusionary zoning;
2. Best practices, strengths, and weaknesses of existing inclusionary zoning programs around the country;
3. The relationship of inclusionary zoning requirements to existing rent control laws; and
4. The relationship of inclusionary zoning to existing affordable housing incentive programs.

Very strict ground rules will be set so as to allow everyone a chance to articulate their position. Please take the following into account.

• This roundtable will not focus on any specific projects, due to potential future hearings. Such exchange of information could be considered ex parté communication.
• Time limits will be established for organization representatives, as well as individual persons. The time limits will be adhered to tightly so everyone has a chance to speak.
• Each organization, corporation, or ANC (one representative per organization/corporation/ANC) will be allotted 5 minutes
• Individuals will be allotted 3 minutes each
• No ceding of time will be allowed
• In case there is not ample time for participants to complete their statements, everyone is encouraged to submit a written copy of their statement ahead of time, or to submit it the day of the roundtable.
• Anyone who wishes to speak must call the Office of Zoning at (202) 727-5372 and schedule to be heard. Participants will give their statements at the roundtable in the order their calls are received.
